Senator Queen moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

Eng. Com. Sub. for Senate Bill 934—A BILL to amend and reenact §60-1-5 of the Code of West Virginia, 1931, as amended; and to amend the code by adding a new article, designated §60-8B-1, §60-8B-2, §60-8B-3, §60-8B-4, and §60-8B-5, relating to the manufacture, sale, and distribution of low-proof spirit alcohol products; defining terms; declaring legislative findings, policy, and intent; prescribing manufacture, sales, and distribution requirements for low-proof spirit alcohol products; prescribing taxation amount and methodology for low-proof spirit alcohol products; setting internal effective date; and granting permissive rulemaking authority.
